Conversion Rule
When converting a skill into PRISM, preserve:
- Inputs and upstream dependencies
- Source hierarchy
- Deterministic script behavior
- Skill enrichment tasks
- JSON output shape
- Markdown/narrative output purpose
- Verification gate
- Degraded/fallback behavior
- Downstream consumers
Module Completeness Definition
A PRISM module is not complete just because it returns JSON. It is complete when it can replace the corresponding skill in the parent audit workflow without losing evidence provenance, downstream compatibility, or gate behavior.
