ADR: Dedicated CI Bot Delivery Model

Context
Athena is the CEO/orchestrator for Chowmes. Daily competitive intelligence delivery is an analyst/operator function. If Athena delivers daily CI directly, the system blurs executive supervision with routine reporting and makes future stakeholder routing harder.
Decision
Create a dedicated CI analyst bot for daily and weekly CI delivery after Arijit approves bot creation and token setup. Athena supervises quality and receives health summaries, but does not deliver daily CI reports.
Roles

| Future stakeholder | Reads executive mode only after auth, permission, and evidence quality gates exist. |
Delivery Rules
- Daily pulse is concise and action-first.
- Weekly digest links to HTML/PDF as the decision artifact.
- Bot refuses unsupported claims without evidence.
- Bot labels quiet days with source coverage confidence.
- Bot creates or updates action items from accepted recommendations.
- Athena receives a weekly quality and source-health summary, not the full daily report.
Token and Access Rule
No new Telegram bot token, public channel, or stakeholder delivery is configured until Arijit explicitly approves bot creation.
